AUGUST 6, 2018

The regular meeting of the Corydon City Council was called to order by Mayor Rodney Parham. Present were Council Members Jaeckel, Moorman, Holmes, Bennett and Rupe. Others in attendance were Mike Moran, Police officer Tyler Jeffrey, newspaper representatives and the City clerk.

Mike Moran spoke to the Council about issues he sees around the City that need addressed. The Council thanked Moran for coming to a Council meeting and for his input. Council Member Jaeckel encouraged Moran to get involved with the local organizations.

Jaeckel made the motion to approve the 2017/2018 Annual Financial Report as presented. Moorman seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Jaeckel made the motion to approve Resolution 2018-32, a resolution approving the 17/18 annual street financial report. Rupe seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Moorman made the motion to approve Resolution 2018-33, a resolution authorizing the transfer of $3,729.04 from the Learn to Swim Fund to the General Fund for 2018 Swim Lesson Wages. Rupe seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Moorman made the motion to approve Resolution 2018-34, a resolution approving an application from Dale Clark for TAX ABATEMENT UNDER THE CITY OF CORYDON’S URBAN REVITILIZATION PLAN for the property at 411 N. Franklin Street. Rupe seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Jaeckel made the motion to approve Resolution 2018-35, a resolution approving an application from South County Properties LLC for TAX ABATEMENT UNDER THE CITY OF CORYDON’S URBAN REVITILIZATION PLAN for storage units at 209 Depot Street. Rupe seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Holmes made the motion to disallow the application from Carla Beavers for TAX ABATEMENT UNDER THE CITY OF CORYDON’S URBAN REVITILIZATION PLAN for single car garage at 223 N. Lafayette Street as the application did not meet the 15% requirement. Bennett seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

The Council considered the liquor license application from Michael & Tanya Boggs for the The Alley Cat. Holmes made the motion to approve the application pending approval of dram shop. Jaeckel seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Rupe made the motion to close the walk path from the west side of the bridge to Corydon Lake Park during East Penn construction work. Bennett seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

The Council looked over information and pricing of the BIO2 system provided from Lon Losh.

Moorman Made the motion to approve the minutes and treasurer’s report as presented. Holmes seconded. Ayes-Moorman, Holmes and Rupe. Nays-none. Jaeckel and Bennett abstained as they were not at the last meeting.

Rupe made the motion to allow the unpaid and prepaid bills. Jaeckel seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

The clerk reported four phone calls from residents on W. Anthony regarding dust. The Council agreed to have the clerk order another round of dust control from Ewing.

Officer Jeffrey reported that progress continues on the tanker and the fire department will be feeding the football boys sometime in August.

Officer Jeffrey asked the Council to consider changing his employment status from salaried to hourly effective with the August 17 payroll. Rupe so moved. Holmes seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Jaeckel made the motion to go into closed session per Iowa Code 21.5 (i). Bennett seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Jaeckel made the motion to come out of closed session. Holmes seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

There was no action to be taken from the closed session discussion.

The next regular meeting will be Wednesday, August 22nd, 2018 at 7:00 p.m.
