7.9.18 – Council Meeting Minutes

JULY 9, 2018

The regular meeting of the Corydon City Council was called to order by Mayor Parham. Present were Council Members Jaeckel, Moorman, Holmes, Bennett and Rupe. Others in attendance were Anne Kruse, Lance Lange, Gary Henderson, Josh Shields, Police Chief Allen Fry, Rhonda Bennett and the City clerk.

Lance Lange spoke to the Council about the building at the entrance to the Wayne County Fairgrounds. He reported that the roof is bad and the sides are rotten. Lange has received an estimate to replace the roof and sides for $6,000. After discussion, the Council agreed to place this on the agenda for the next Council Meeting.

Gary Henderson, representing the Old Settlers Committee, advised the Council that the Old Settlers Celebration will take place August 9th, 10th, and11th, with church services on the 12th. Henderson reported booking a carnival in December, but received notice in June that they were not able to attend. Henderson has improvised. Midwest Sanitation and Recycling will be providing garbage totes and outdoor toilets again this year. The Wayne County Fair Board has declined the Hospitality Tent this year, and Josh and Tierra Shields have agreed to take on this responsibility.

Holmes made the motion to close the square on Wednesday, August 8th at 5:00 p.m. for the Old Settlers Celebration. Jaeckel seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Bennett made the motion to approve Josh and Tierra Shields to operate the Hospitality Tent. Moorman seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Josh Shields reported that everything is in place for the liquor license except for the Council’s approval.

Jaeckel made the motion to approve the liquor license for Josh and Tierra Shields for the Old Settlers Hospitality Tent. Rupe seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Jaeckel made the motion to waive the parking restrictions and for blocking off the alley for the Alley Cat for the Old Settlers celebration. Moorman seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Holmes made the motion to approve Resolution 2018-26, a resolution approving a donation from the City of Corydon of $500 and in-kind support for the proposed addition to the Prairie Trails Museum. Rupe seconded. Ayes- Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Jaeckel made the motion to approve the liquor license renewal for Ludlow’s Steakhouse and Lounge. Rupe seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Anne Kruse was present to ask the Council to take action on nuisance issues within the City. Some of her concerns included grass blown into the streets, vehicles parked in yards, and the lack or condition of the sidewalks in town. Mayor Parham advised Kruse that the City has a new municipal infraction ordinance is in place which carries substantial fines.

Kruse suggested that the Council check out the video that Humeston made to promote their town. The video was produced by using a Iowa Tourism grant.

Moorman made the motion to approve the 2017/2018 Investment report as presented. Bennett seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Jaeckel made the motion to approve the 2018/2019 renewal from IMWCA for worker’s compensation insurance. Rupe seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

The Mayor asked for good cause business.

Holmes reported that the slide at the pool has been fixed.

The repair of the south wall of the library building has been started.

Moorman made the motion to approve the minutes and treasurer’s report. Jaeckel seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Holmes made the motion to approve the unpaid and prepaid bills. Jaeckel seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

A work session was scheduled for Wednesday, July 18th at 6:00 p.m. Agenda to be determined later.

The next regular meeting will be Wednesday, July 25th, 2018 at 7:00 p.m.
