JUNE 21, 2017

The regular meeting of the Corydon City Council was called to order by Mayor Rodney Parham. Present were Council Members Jaeckel, Moorman, Holmes, Bennett and VanderSluis. Others in attendance were Lee Peck, employees Tony Gibson, Rick Schmidt, Brandon Trower and the City clerk.

Nancy Buss from Hall Engineering was running late, so Council Member Moorman made the motion to table agenda item number 3, “Consider cost of $3,470 for Hall Engineering Company to prepare the Addendum per request of the USDA State Engineer” until Buss arrived. Bennett seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and VanderSluis. Nays-none.

Council Member Jaeckel made the motion to approve Resolution 2017-25, a Resolution approving the transfer of $8,708.03 Emergency Funds to the General Fund as required by law. VanderSluis seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and VanderSluis. Nays-none.

VanderSluis made the motion to approve Resolution 2017-26, a Resolution approving the transfer of funds from water & sewer operating funds to the respective major repair funds. Bennett seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and VanderSluis. Nays-none.

Council Member Holmes made the motion to approve Resolution 2017-27, a Resolution to approve the purchase of a new police vehicle with $28,500 USDA Grant Funds and to approve the sale of the 2010 Chevrolet Silverado. Jaeckel seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and VanderSluis. Nays-none.

Moorman made the motion to approve Resolution 2017-28, a Resolution to approve the monthly transfer of $2,000 from the General Fund to the Swimming Pool Project Fund that has a credit balance of $148,616.83, beginning July 1, 2017. Bennett seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and VanderSluis. Nays-none.

Council Member VanderSluis made the motion to approve the 17/18 IMWCA work comp renewal as presented. Jaeckel seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and VanderSluis. Nays-none.

Moorman made the motion to approve the renewal of cigarette/tobacco licenses for Casey’s, Dollar General, Hy-Vee and Gasland Express. Holmes seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and VanderSluis. Nay-none.

Bennett made the motion to approve the monthly financial report from LeCompte Memorial Library as presented. Jaeckel seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and VanderSluis. Nays-none.

VanderSluis told the Council that he was approached by a resident inquiring about the old street signs.

Lee Peck presented the Council with pictures of the storm drain at the corner of her property. Posts have been set to prevent trucks and trailers from damaging her yard and the storm drain, however, one of the posts has been broken off. Peck was advised that an Iowa One Call was been placed and City will be installing a heavier post and cross bar to protect the storm drain.

Peck also reported an evergreen tree on South DeKalb that hinders the visibility of motorists on W. Marion.

Holmes expressed a concern about the nuisance properties in town.

Moorman was asked to check on the availability of paint for the school crossing and parking lines on the square.

Jaeckel asked about the windows that are falling out of the old Poston law office building. This has already been referred to the City’s legal counsel.

The City crew advised that the water line hookups on N. Johnson have been completed and the new sweeper/rainmaker attachment for the skid loader has been received.

The City crew was able to grind several streets with the cold planner which was rented for a week. The City plans to grind several more when the cold planner is rented for a month this coming fall.

Jaeckel noted that there are 7-8 major projects in progress within the City at this time.

Moorman was asked to check on the cost of liquid calcium chloride.

VanderSluis made the motion to approve the minutes, treasurers and clerk’s reports. Moorman seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and VanderSluis. Nays-none.

Council Member Jaeckel made the motion to allow the prepaid bills. Bennett seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and VanderSluis. Nays-none.

Stewart and Stevens will be attending Clerk School on July 17th and 18th. City Hall will be closed both days.

The Council approved the installation of a deadbolt with keypad on the back door of the community building.

The Council approved a credit to be issued for half the rental for the community building due to problems encountered during the remodeling project.

Elliott Equipment will come sometime this week to look at the Tymco Sweeper.

The safety topic for this month was “Prevention of Heat Disorders”.

Holmes made the motion to table agenda item #3 until the July 6th meeting. VanderSluis seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and VanderSluis. Nays-none.

A work session was scheduled for Wednesday, June 28th at 7:00 p.m.

The next regular meeting will be Thursday, July 6th at 7:00 p.m.
