CITY OF CORYDON
REGULAR COUNCIL MEETING
Thursday May 7, 2020

The regular meeting of the Corydon City Council was called to order by Mayor Dennis Moorman. Present were council members Rodgers, Rupe, Holmes, Bennett and Christian. Others in attendance were City Clerk Eva Moore, and Jen Reed from the Times-Republican.

Bennett made the motion to approve payment #1 for Morris Enterprises for the Water System Improvements Project 2019 in the amount of $160,668.75. Rupe seconded. Ayes-Rodgers, Rupe, Holmes, Christian and Bennett. Nays-none.

Council discussed the position of City Treasurer/Deputy Clerk. Mayor expressed his desire to get the job posted and interviews started. It was decided that an ad would be placed in the paper for a Utility Billing part-time position that could lead to full time.

Council discussed software upgrades and general office upgrades to make the office more efficient.

Holmes made the motion to approve the revision to the Personnel Policy Manual for the City of Corydon to add Use of Tobacco and Vaping to the “D” paragraph on page 17. Rodgers seconded. Ayes-Rodgers, Rupe, Holmes, Christian and Bennett. Nays-none.

Council discussed how long to keep City Hall closed due to the Covid 19 pandemic and other options to handle other City facilities like Walden, local parks and the pool. Discussion was had about how maintaining social distancing and cleaning the pool during the pandemic would be difficult as well as expensive. Council will make final decision on the pool at the next meeting May 20. City Hall will remain closed until further notice. Walden will remain closed pending recommendation of the Governor.

Mayor asked for good cause business.

1. Moorman has received questions from residents about the cost of building permits and at which size for dog houses, rabbit hutches, garden sheds etc will incur the $200 permit fee. Larger buildings incur the fee, not necessarily dog houses. Zoning regulations will need to be reviewed.

2. Council discussed nuisance properties and demolition costs.

Rupe made the motion to accept the IT on the Square bid for two new city computers. Rodgers seconded. Ayes-Rodgers, Rupe, Holmes, Christian and Bennett. Nays-none.

Council discussed software upgrades available for email billing, auto payments and other updated technology features that residents have been asking for. The auditor said that paper bills are no longer required and the City could do a mix of both mail and email bills. Council will have to review budget and decide on how to proceed.

Rodgers made the motion to approve the minutes from the previous meeting and the treasurer’s report. Christian seconded. Ayes-Rodgers, Rupe, Holmes, Christian, Bennett. Nays-none.

Bennett made the motion to approve the unpaid and prepaid bills. Holmes seconded. Ayes-Rodgers, Rupe, Holmes, Christian and Bennett. Nays-none.

City Clerk reported on loose dog complaints, delinquent water bills, and other general business.

The next regular council meeting will be Wednesday, May 20, 2020 at 7:00 p.m.
