Work Session Agenda

Present at the work session on March 7th, 2018 were Mayor Rodney Parham, Council Members Jaeckel, Moorman, Holmes, Bennett and Rupe, City clerk Ann Stevens, Deputy clerk Laticia Stewart, Brian Draper, Desire’ Grismore; Library Board Members Karen Brumley, Heidi Bellon, Leroy Langloss and Glenn Williamson.

Topics discussed at the work session were as follows:

MARCH 8, 2018

Mayor Rodney Parham called to order the public hearing to receive comments on the proposed 2018/2019 preliminary budget. Present were Council Members Moorman, Holmes, Bennett and Rupe. Council Member Jaeckel was absent. Others in attendance were Dan Sales and Ryan Sales from Cook Insurance, Anne Kruse, Randy Sharp, Police Officer Tyler Jeffrey, Fire Chief Bryan Wallace, Rhonda Bennett from the Times Republican and the city clerk. The clerk reported that City Hall received no oral or written comments. Bennett made the motion to close the public hearing. Moorman seconded. Ayes-Moorman, Holmes, Bennett and Rupe. Nays-none.

The regular meeting of the Corydon City Council was called to order by Mayor Parham. Present were Council Members Moorman, Holmes, Bennett and Rupe. Council Member Jaeckel was absent. Others in attendance were Dan Sales and Ryan Sales of Cook Insurance, Anne Kruse, Randy Sharp, Police Officer Tyler Jeffrey, Fire Chief Bryan Wallace, Rhonda Bennett from the Times Republican and the city clerk.

Hall Engineering was unable to attend.

Jason Selby from the Wayne County Independent arrived.

Dan Sales from Cook Insurance delivered the renewal for the City’s property/casualty and liability insurance for 2018/2019. His son Ryan was introduced to the Council as an associate at Cook Insurance.

Sales also presented the Council with a dividend check from the City’s worker’s compensation carrier IMWCA.

The Council considered a bill presented by Leroy Langloss for repairs to an exposed water line caused by work previously done by the City. Mayor Parham stated that the problem was completely the City’s responsibility. Moorman made the motion to pay the bill presented by Langloss. Rupe seconded. Ayes-Moorman, Holmes, Bennett and Rupe. Nays-none.

Randy Sharp was present to address the Council regarding Police response time to a dog call. Sharp was assured that the matter will be taken care of, and agreed that he should have received a phone call.

The Library Board cancelled.

Anne Kruse was present to question items on the 2018/2019 proposed budget.

Bennett made the motion to approve Resolution 2018-12, a resolution approving the 2018/2019 budget as published and approving submittal to the state and county. Moorman seconded. Ayes-Moorman, Holmes, Bennett and Rupe. Nays-none.

Holmes made the motion to deny Resolution 2018-13, a resolution amending Section 13.4 of the City of Corydon Personnel Policy in regards to sick leave. Bennett seconded. Ayes-Moorman, Holmes, Bennett and Rupe. Nays-none.

Rupe made the motion to approve Resolution 2018-14, a resolution approving the wage increases for City employees beginning July 1, 2018. Holmes seconded. Ayes-Moorman, Holmes, Bennett and Rupe. Nays-none.

Rupe made the motion to accept Jack Pershy’s proposal for position of operator by affidavit. Bennett seconded. Ayes-Moorman, Holmes, Bennett and Rupe. Nays-none.

Holmes made the motion to approve the new liquor license for La Bota Mexican Restaurant pending approval of dram shop. Bennett seconded. Ayes-Moorman, Holmes, Bennett and Rupe. Nays-none.

Moorman advised the Council that he has been in touch with an IDOT representative regarding a permit and signs for lane closure when the work on the library begins.

Bennett told the Council that he has been contact with a mason regarding the library.

Mayor Parham reported that a support wall on the interior of the south wall is already in place. The second floor wall will be installed as soon as possible.

The City crew will begin work on the storm sewer in the 200 block of E. Monroe on Friday.

Moorman made the motion to approve the minutes and treasurer’s report as presented. Rupe seconded. Ayes-Moorman, Holmes, Bennett and Rupe. Nays-none.

Moorman made the motion to allow the unpaid and prepaid bills. Bennett seconded. Ayes-Moorman, Holmes, Bennett and Rupe. Nays-none.

The clerk reported the receipt of a royalty check from Service Line Warranties.

Fire Chief Wallace reported that Stewart Everman has the truck in the shop. It is split and ready to go back together. Still no set time as to when it will be done. The last night of Fire Fighter 1 classes are tonight. The Annual Fireman’s Supper will be held March 24th at 5:30 p.m. at the Fairgrounds.

The next regular meeting will be Wednesday, March 21st, 2018 at 7:00 p.m.
