MARCH 6, 2017

The public hearing to receive comments on the proposed 2017-2018 preliminary budget was called to order by Mayor Rodney Parham. Present were Council Members Jaeckel, Moorman, Holmes, Bennett and VanderSluis. Others in attendance were Dan Sales, Janet Mortimore, Josh Cobb, Police Chief Allen Fry and the City clerk. The clerk reported that the preliminary budget was posted and published as required by law. No oral or written comments were received by City Hall. Council Member Jaeckel made the motion to close the public hearing. Bennett seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and VanderSluis. Nays-none.

The regular meeting of the Corydon City Council was called to order by Mayor Rodney Parham. Present were the people stated above.

Jaeckel made the motion to adopt Resolution 2017-11, a Resolution approving the 2017/2018 budget as published. Holmes seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and VanderSluis. Nays-none.

Janet Mortimore presented the Council with information for a facilitated lagoon. Mortimore asked the Council to consider the construction of a large holding pond rather than the SAGR system being recommended by Hall Engineering. Effluent would be held during the winter months and discharged as the weather warms up in the spring.

Dan Sales, Cook Insurance, presented the property/casualty and liability renewal policy for 2017/2018, and a dividend check for $4,971.82.

The Council agreed to restrict parking on the west side of S. West Street. Vehicles will no longer be able to park north of the current no parking sign to W. Jefferson (Highway 2).

Jaeckel made the motion to approve Resolution 2017-13, a Resolution changing the scheduled working hours of the city crew to 8:00 a.m. to 4:30 p.m. with a half hour for lunch. Holmes seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and VanderSluis. Nays-none.

VanderSluis made the motion to adopt Resolution 2017-14, a Resolution approving the revisions to the 28E Agreement with WRD Landfill. Jaeckel seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and VanderSluis. Nays-none.

Holmes made the motion to approve Resolution 2017-15, a Resolution setting a public hearing for March 22, to advise the public of the City’s intent to apply for a USDA grant to finance a police vehicle. Bennett seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and VanderSluis.

VanderSluis made the motion to pay for Pershy’s license renewals and CEU classes. Holmes seconded. Ayes-Jaeckel, Moorman, Holmes and VanderSluis. Nays-none.
Assistance Fire Chief, Josh Cobb, reported that the fire department will be receiving a truck from Hy-Vee.

Jaeckel made the motion to approve the minutes and treasurer’s report. VanderSluis seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and VanderSluis. Nays-none.

Jaeckel made the motion to approve the unpaid and prepaid bills. VanderSluis seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and VanderSluis. Nays-none.

The clerk advised the Council of the time of the next Wayne County Conservation Board meeting.

The Council agreed to allow the County the use of the fire station during a natural disaster in exchange for reimbursement of the current generator repairs.

A work session was set for Wednesday, March 22nd at 6:00 p.m. before the Council Meeting.

The next regular Council Meeting will be Wednesday, March 22nd at 7:00 p.m.
