11.5.18 – Council Meeting Minutes
NOVEMBER 5, 2018
The regular meeting of the Corydon City Council was called to order by Mayor Pro-tem Eric Jaeckel. Present were Council Members Moorman, Holmes, Bennett and Rupe. Others in attendance were Amber Rodgers, newspaper representatives, the deputy clerk and City clerk.
Bennett made the motion to approve Resolution 2018-46 approving the appointment of Dennis Moorman to the position of Mayor. Holmes seconded. Ayes-Jaeckel, Holmes, Bennett and Rupe. Nays-none. Moorman abstained.
The City clerk issued the oath of office to Dennis Moorman. Moorman thanked the Council for their vote of confidence and stated that he would like to keep the City moving forward. Moorman then took over the meeting.
Jaeckel made the motion to approve Resolution 2018-47, a resolution to approve Great Western Bank as an authorized depository for the City of Corydon and to set the maximum funds in depository as $1,500,000; to authorize opening a money market account with two signers Ann Stevens, city clerk, and Laticia Stewart, deputy clerk. Rupe seconded. Ayes-Jaeckel, Holmes, Bennett and Rupe. Nays-none.
Holmes asked Jaeckel to have East Penn notify the City when they begin filling the new holding tank.
Rupe reported a dead pine tree at the entrance of the Corydon Cemetery. The clerk will check with Moorman Tree Service to see when they plan on removing the tree.
The Mayor asked that Norris Asphalt attend a council meeting to clarify the quote submitted last month.
Jaeckel made the motion to approve the minutes and treasurer’s report. Rupe seconded. Ayes-Jaeckel, Holmes, Bennett and Rupe. Nays-none.
Jaeckel made the motion to allow the unpaid and prepaid bills. Bennett seconded. Ayes-Jaeckel, Holmes, Bennett and Rupe. Nays-none.
Stewart advised the Council that three applications were received for the vacancies on the City crew. The Council will discuss the interview process at the next work session.
Wayne County Emergency Management invited the Council to a presentation by Chris Luhring on November 15th at the Wayne Theater.
A request from a property owner for a 30 day extension to abate a nuisance was tabled pending a meeting between the owner and the Mayor.
A work session was scheduled for Wednesday, November 14th, 2018 at 6:00 p.m.
There will be a conference call meeting Tuesday, November 6th at 5:00 p.m. to consider Resolution 2018-48, a resolution directing the sale of $1,275,000 General Obligation Bonds, Series 2018.
The next regular meeting will be Tuesday, November 20th, 2018 at 7:00 p.m.

SPECIAL SESSION COUNCIL MEETING
NOVEMBER 6, 2018
Mayor Dennis Moorman called the special session together at 5:00 P.M. Present were Council Members Jaeckel, Holmes and Rupe. Council Member Bennett was absent. Others in attendance were Amber Rodgers, Maggie Burger from Speer Financial and the City clerk.
Burger advised the Council that four (4) bids were received on the sale of General Obligation Bonds. Bids received were as follows:

|D. A. Davidson Co., Denver, CO||3.1472%|
|Commerce Bank, Kansas City, MO||3.2023%|
|Northland Securities Inc, Minneapolis, MN||3.2452%|
Burger recommended that the Council accept the bid from Bankers’ Bank.
Holmes introduced Resolution 2018-48, a resolution directing sales of $1,275,000 General Obligation Bonds, Series 2018, and moved its adoption. Council Member Jaeckel seconded the motion to adopt. Ayes-Jaeckel, Holmes, and Rupe. Nays-none. Whereupon, Mayor Moorman declared the Resolution duly adopted.
