OCTOBER 4, 2018

The regular meeting of the Corydon City Council was called to order by Mayor Parham. Present were Council Members Jaeckel, Moorman, Holmes, Bennett and Rupe. Others in attendance were Malisha Hagan, Amber Rodgers, Fire Chief Bryan Wallace, newspaper representatives and the City clerk.

Malisha Hagan advised the Council that she had three things she would like to discuss with them. 1.) Hagan asked for further discussion on the future of the library building. 2.) The parking in front of the Rea Hotel is prohibited between 2 a.m. and 6 a.m. This is a hardship for customers who have booked rooms. Parking is available in the alley however the lighting is not as good there. Hagan asked the Council to consider lifting the restriction for the area in front of the hotel. 3.) Midwest Sanitation has not been returning phone calls in response to her inquiries. After discussion, the Council agreed to address each of the items.

Amber Rodgers asked the Council to verify the zoning & permitted uses of a building in the City.

Jaeckel made the motion to approve Resolution 2018-39, a resolution authorizing the clerk to set up the account “Street Major Repair” and to transfer of $200,000 into that account from the Road Use Tax Fund. Bennett seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Jaeckel made the motion to approve Resolution 2018-40, a resolution fixing date for a meeting on the proposition of the issuance of not to exceed $1,275,000 General Obligation Bonds of the City of Corydon, State of Iowa (For Essential Corporate Purposes), and providing for publication of notice thereof. Public hearing set for October 24 at 7:00 p.m. at Corydon City Hall. Holmes seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Moorman made the motion to approve Allen Fry’s request for unpaid benefits and option to continue health insurance coverage for one year, as stated in the personnel policy manual. Rupe seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Moorman made the motion to approve the bid from Norris Asphalt for 2019 street improvements. Rupe seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Jaeckel made the motion to approve the bid from Manatt’s for seal coating for the 2019 street improvements. Rupe seconded. Ayes-Jacket, Moorman, Holmes, Bennett and Rupe. Nays-none.

Holmes made the motion to accept the State’s proposed patching and surface grinding project for Hwy 2 in FY2020, and to stay with 4 lane markings. Rupe seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Moorman made the motion to approve the monthly financial reports from LeCompte Memorial Library for July and August. Bennett seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Council Member Jaeckel invited the Mayor, Council and City Clerk to the East Penn open house at 12:00 on Saturday, October 6.

Moorman made the motion to approve the minutes and the treasurer’s report as presented. Jaeckel seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Bennett made the motion to allow the unpaid and prepaid bills. Rupe seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

The City clerk reminded the Council of upcoming Future Ready Iowa Regional Summit Events to be held in Centerville and Ottumwa.

The clerk reported that Tony Gibson submitted his two week notice on September 27th. His last day will be October 10th.

Fire Chief Wallace updated the Council on the progress of the new truck and the tanker.

Mayor Parham presented the Council with his resignation effective October 31, 2018.

The next regular meeting will be Wednesday, October 24, 2018 at 7:00 p.m.

Corydon hosts the Wayne County Courthouse on a very charming square in the center of the city.
