10.24.18 – Council Meeting Minutes

Mayor Parham called to order the Public hearing to advise the public of the City’s intent to issue GO Bonds for the amount of $1,275,000 for City streets for the FY19/20. Present were Council Members Jaeckel, Moorman, Holmes and Rupe. Council Member Bennett was absent. Others in attendance were Anne Kruse, Amber Rodgers, Jared Chambers, Denise Becker, Dave Daughton, Fire Chief Bryan Wallace, newspaper representatives, and the City clerk and deputy clerk. The deputy clerk reported that City Hall had received neither oral nor written comments. Mayor Parham asked for any comments from the attendees. There were none. Jaeckel made the motion to close the public hearing. Rupe seconded. Ayes-Jaeckel, Moorman, Holmes and Rupe. Nays-none.

Council Member Bennett arrived.

At 7:02 p.m., Mayor Parham called to order the regular meeting of the Corydon City council. Present were the people stated above and Council Member Bennett.

Jaeckel made the motion to approve Resolution 2018-41, a resolution Instituting Proceedings to Take Additional Action for the Issuance of not to Exceed $1,275,000 General Obligation Bonds. Holmes seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Holmes made the motion to approve the Preliminary Official Statement for above action. Bennett seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Jaeckel made the motion to approve Resolution 2018-42, a resolution approving the Engagement Agreement between the City of Corydon and Ahlers & Cooney, P.C. in connection with the issuance of not to exceed $1,275,000 General Obligation Bonds. Moorman seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Denise Becker, Jared Chambers, and Dave Daughton appeared before the council representing the Wayne County Housing Development Committee. Daughton advise the council that McClure Engineering Co. has been hired to develop a Housing Action Plan at the cost of $27,000. The committee asked for a donation and a representative from the City Council to serve on their committee.

Anne Kruse advised the Council that she spoke with Mike Thomas, and they are moving forward in creating focus groups.

Jaeckel made the motion to approve Resolution 2018-43, a resolution proposing to fill, by appointment, the vacancy of Mayor for the City of Corydon. Holmes seconded. Ayes- Jaeckel, Moorman, Holmes, Bennett, and Rupe. Nays-none.

Bennett made the motion to approve the September financial report from Le Compte Memorial Library as presented. Moorman seconded. Ayes- Jaeckel, Moorman, Holmes, Bennett, and Rupe. Nays- none.

Holmes made the motion to approve Resolution 2018-44, a resolution approving the new 28E Agreements to be presented to the townships for their approval. Rupe seconded. Ayes- Jaeckel, Moorman, Holmes, Bennett, and Rupe. Nays- none.

Moorman made the motion to approve the tobacco license for Boggs Enterprises DBA Alley Cat. Bennett seconded. Ayes- Jaeckel, Moorman, Holmes, Bennett, and Rupe. Nays- none.

Moorman made the motion to deny the payment of the Jackson Creek invoice for the amount of $1,700, citing City ORDINANCE 13.04.040 and the advice of the Iowa League of Cities. Bennett seconded. Ayes- Jaeckel, Moorman, Holmes, Bennett, and Rupe. Nays- none.

Moorman advised the council of a citizen’s complaint of kids running in the cemetery.

Moorman made the motion to approve minutes of previous meeting and the clerk’s report. Jaeckel seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett, and Rupe. Nays- none.

The deputy clerk advised the Council the pricing received from Norris Asphalt was a quote, not a bid or contract. The council asked to have a representative from Norris Asphalt attend a future council meeting.

A quote from Hawkeye Truck Equipment for two snow plows was presented to the Council for their approval. Funds for the plows are included in the 18/19 budget. Holmes made the motion to proceed with the purchase of the two snow plows. Jaeckel seconded. Ayes- Jaeckel, Moorman, Holmes, Bennett, and Rupe. Nays- none.

The deputy clerk also presented a request from a resident for additional time to abate a nuisance. The Council agreed to give the resident until November 16th. The clerk stated that there are 81 nuisance letters to be written. These will be sent out over the next few weeks.

Fire Chief Wallace reported the second week of October was Fire Prevention Week. They spoke to 250 kids from the elementary, head start, and Magical Beginnings. Also, the new truck/equipment has arrived at Dewey Ford.

Jaeckel made the motion to approve Resolution 2018-45, a resolution to authorize the sale of the 2003 Chevrolet 2500 Fire Department pick up by ad or bid. Rupe seconded. Ayes- Jaeckel, Moorman, Holmes, Bennett, and Rupe. Nays- none.

The next regular meeting will be Monday, November 5th, 2018 at 7:00 p.m.

A telephone conference with Bond Counsel will be held Tuesday, November 6th at 5:00 p.m.

Holmes made the motion to go into closed session per Code of Iowa 21.5 (1) (c) to discuss litigation with resident. Jaeckel seconded. Ayes- Jaeckel, Moorman, Holmes, Bennett, and Rupe. Nays- none.

Moorman made the motion to come out of closed session. Bennett seconded. Ayes- Jaeckel, Moorman, Holmes, Bennett, and Rupe. Nays- none.

Jaeckel made the motion to advise legal counsel to proceed with action discussed in closed session. Holmes seconded. Ayes- Jaeckel, Moorman, Holmes, Bennett, and Rupe. Nays- none.
