Present were Mayor Rodney Parham and Council Members Jaeckel, Moorman, Holmes, Bennett and Rupe. Others in attendance were Mike Thomas, Karen Brumley, Glenn Williamson, Leroy Langloss, city clerk Ann Stevens and deputy clerk Laticia Stewart.

JANUARY 24, 2018

COUNCIL MEETING

The regular meeting of the Corydon City Council was called to order by Mayor Rodney Parham. Present were Council Members Jaeckel, Moorman, Holmes, Bennett and Rupe. Others in attendance were Anne Kruse, Anne Winslow-Cook, Shannon Snow and Jawanna Carr from the Littlest Cake Shop and Deli, Fire Chief Bryan Wallace, Police Officer Tyler Jeffrey, the City clerk and newspaper representatives.

Randy Sharp was on the agenda to address the Council. He was not present.

Carr asked for the Council’s approval to have two sets of stairs cut into the sidewalk in front of the Littlest Cake Shop and Deli. Carr confirmed that there would be handrails at each set. Moorman made the motion to allow the stairs. Holmes seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Anne Winslow-Cook presented the Council with pictures taken of the street in front of her house, then asked if the Council had a written plan for street improvements and for future paving. Jaeckel responded that the City has received quotes for paving. However the funds for such large projects are not available. While building funds, the City has concentrated on fixing drainage problems and building a rock base for future improvements. Holmes mentioned that a special assessment to properties on E. Monroe Street would provide funds to pave that street only.

Winslow-Cook also provided pictures of brown water coming into her house and through her water purifier. The City crew will flush the line tomorrow.

Audience was given to Anne Kruse. Kruse advised the Council that the new street signs are too small and need to be more reflective. Paving the streets and installing sewer and street lights in Southern Comfort Estates was also requested.

Bennett made the motion to approve the LeCompte Memorial Library Board’s request for their approval to pursue grants and other funding sources for the library building repairs. Jaeckel seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett, Rupe. Nays-none.

The Council considered the request from Corydon Community Development for Tax Abatement Under the City of Corydon’s Urban Revitalization Plan for the new duplex at 401 S. West Street. As the request met all the requirements, Moorman made the motion adopt Resolution 2018-06, a resolution approving the request for tax abatement. Rupe seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

The request from Michael Middlebrook for Tax Abatement Under the City of Corydon’s Urban Revitalization Plan for improvements on his property at 105 ½ S Lafayette was considered by the Council. As the request met all the requirements, Jaeckel made the motion to adopt Resolution 2018-07 approving the request. Holmes seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Jaeckel made the motion to deny the request from R. J. Olmstead for Tax Abatement Under the City of Corydon’s Urban Revitalization Plan for improvements to his building at 609 N. East Street per Section G. Item 4 of the Plan document, and for the Zoning Commission to consider rezoning the property as C1 General Commercial. Rupe seconded. Ayes-Jaeckel, Moorman, Bennett and Rupe. Nays-none. Holmes abstained.

Jaeckel made the motion to deny the request from William Thomas for Tax Abatement Under the City of Corydon’s Urban Revitalization Plan for the conversion of the old Hy-Vee Food Store into Thomas Funeral Home, and for the Zoning Commission to consider adding “Funeral Homes” to the “permitted uses” section of the C1 General Commercial Zoning District in the City of Corydon Zoning Ordinance. Bennett seconded. Ayes-Jaeckel, Moorman, Bennett and Rupe. Nays-none. Holmes abstained.

Holmes made the motion to approve the monthly financial report from LeCompte Memorial Library as presented. Bennett seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

Holmes reported that he received a complaint regarding the evergreen tree in the yard of Norris Law Office.

Holmes advised the Council that he talked to Joan Klinger (J-Lasco) regarding the installation of a meter pit on her property at 104 N. Butler Street.

Parham reported that the City crew has been working on trucks and hauling rock.

Jaeckel made the motion to approve the minutes and clerk’s report. Bennett seconded. Ayes-Jaeckel, Moorman, Holmes, Bennett and Rupe. Nays-none.

The clerk reported a complaint from a resident on South Street regarding the speed of motorists. The clerk was instructed to order signs stating the speed limit is 25MPH within City limits except where otherwise posted.

The clerk reported that Service Line Warranties would be sending out their second round of mailings soon.

The safety topic of the month was “Safe Driving”.

A work session to finalize the 18/19 budget was set for 6:00 p.m. on Wednesday, January 31st.

The next regular Council meeting will be Monday, February 5th at 7:00 p.m.
